Ok so I am a F1 Masters level student in the USA with a concentration in social work. I want to know, if the international student concept also aplies to those studying in the US. Would I be able to come to Toronto to obtain post Graduate work experiance? Does the international student also applies to one in the US?
I perfer to do my post graduate work in Toronto rather than the USA.

You will have to apply to Canadian immigration for a Canadian Student Visa or Work Visa. You may or may not be able to directly enter from the US. You may have to go back to India.

Reply:Your question is a little unclear. What "international student concept" are you talking about? If you are an international (non US) student studying in the US, you ARE an international student. If you are a US citizen, you are not an international student. Whether or not you can obtain post graduate work experience in Toronto depends on whether or not you can get a work visa there and whether or not anyone will hire you to provide you with that experience.
You also seem to be a little confused. (Your last question was asking how you could scam a green card through marrying a US citizen even though you were breaking federal employment laws. Is Canada your next choice once the US deports you?)
